Everitt F. Binns, Ph.D., is a Senior Health Care, Emergency Services, Corporate, and Higher Education Executive with over 50 years of progressive educational, management, and operations experience. Dr. Binns is the CEO of Binns and Associates LLC, a multidimensional consulting firm.
Dr. Binns is a nationally recognized management and educational emergency services consultant who provides clients with organizational leadership, state and national accreditation, academic expertise, and operational guidance. He regularly presents at regional, state, and national meetings and conferences.
Dr. Binns has experience in Emergency Services, including EMS, Fire, Rescue, Emergency Management, and Tele-Communications. He was the Incident Commander/Leader for the initial national PA EMS Strike Team Deployments to Hurricanes Katrina and Gustov/Rita,
Dr. Binns has been the subject matter expert for developing numerous educational programs and accreditation practices. He was instrumental in creating the twenty-two (22) hour Incident Command System for EMS program for the National Fire Academy. Other professional development activities include courses for Penn State, Drexel University, and Homeland Security, strategic planning, instructor trainer coursework, ICS, EMS Mass Care, hospital disaster practices, emergency services organizational management, recruitment, and retention. He has developed online coursework for the University of Pennsylvania and, most recently, a series of EMS Instructor Enrichment Courses for the Bureau of EMS, PA DOH on their PA Train Educational Program.
He served as the Operations Supervisor/EMS Chief at Grand View Health EMS. In this comprehensive hospital-based agency, he developed and presented the curriculum for the healthcare system's four (4) Modules of the Patience Experience program and provided expertise in EMS operational oversight, safety, disaster, and incident command.
He served as the Executive Director/CEO of the Eastern Pennsylvania Emergency Medical Services Council for over 20 years, encompassing Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill Counties. This Council served a population of two million. It comprised over 140 BLS, ALS, and QRS services, seventeen (17) hospitals/medical centers, five(5) regional trauma centers, an enhanced air ambulance system, and an advanced multi-million-dollar interoperable medical communications center (MedCom).
Dr. Binns also served as Dean of Students at The Pennsylvania State University at three (3) locations throughout the Commonwealth for two decades. He was responsible for all non-classroom programs and services, including admissions, financial aid, career development, NCAA rules and regulations, counseling, cultural and diversity, and student activities programming. Additionally, he was responsible for recruiting, supervising, and developing professional staff.
Dr. Binns currently volunteers within his community by serving on various community boards and organizations, including Hospital Central Services (HCSC) and Miller-Keystone Blood Center, and serves as the President of the Commons at Parkside Homeowners Association.
